Outsourcing of the curriculum delivery to educational service providers (ed-outsourcing) has been widely practiced around the globe. Hong Kong is not an exception, but the phenomenon remains rather hidden and under-researched. Drawing on a survey with teachers from 62 schools in Hong Kong (N=215), this study investigates the current practice of ed-outsourcing across subjects, teachers’ and school leaders’ perceptions of it, and its implications on the issues of quality and equity of education. Some interesting and even controversial findings from the study show that there are efforts to ensure the quality and equity of outsourced education, but more is needed. Copyright © 2018 CESHK.

Early childhood education in Hong Kong has experienced drastic changes since 1982 following the criticism made by the Llewellyn visiting panel and a western style play-based curriculum was recommended. The Curriculum Development Council in 2006 stated that curriculum development is a continuing process of renewals that should devetail with the development of education system globally. The curriculum renewal, however, has been based on continuous fostering the play-based approach of the 1980s, despite that in the Western world, there have been calls for a reversion to the traditional teacher-centered education paradigm in recent years. This paper critically examines the dominant Asian Higher Education managerialism from the perspectives of the so-called Southern and/or Post-colonial Epistemology. Despite the fact that the archaic form of colonization—with its territorial occupation, exploitation, loss of subjectivity and knowledge manipulations —seems to be over, Asian Higher Education today shows clear signs of being engulfed, once more, by new forms of colonization and imperialism under the guise of rational administration and management that affect its core missions of knowledge production and subjectivity formation. This paper compares Higher Education in Korea, Japan and Hong Kong to argue that there is a significant resemblance between Asian modernization process hijacked by colonialism and the ongoing neo-liberal waves against Asian higher education. The Self-Report Family Inventory (SFI) is a 36-item scale developed by Beavers, Hampson, and Hulgus (1990) to assess competent and dysfunctional family functioning. While the SFI is widely tested in the areas of counselling psychology and clinical psychology, considerably less effort has been allocated to examine its psychometrics in educational settings. By using both exploratory and confirmatory factor analyses (EFA and CFA) based on previous research, this study aimed to validate the Chinese version of SFI (C-SFI, Shek, 1998) with a sample of Hong Kong secondary students with special educational needs (SEN). The key purpose was to provide a useful tool to assess family functioning of this vulnerable population of students to inform practice improvement to cater for their needs. Consistent with Shek’s studies in typically developed students, the results of EFA showed a two-factor pattern. CFA results provided further evidence showing the best model fit indices were for the two-factor solution (i.e., family health and family pathology) compared with other competing models. This study also developed a short form (8 items instead of 36) of the C-SFI, which would be regarded as a parsimonious screening tool for researchers and practitioners to test family functioning of SEN students.家庭自我報告量表 (SFI) 是由 Beavers, Hamson, 及 Hulgus 在 1990 年編製的評估家庭功能狀況的量表。雖然該量表被廣泛應用於輔導心理學和臨床心理學，然而在教育領域的應用卻鮮有報導。本研究在已有研究的基礎上，通過探索性因素分析和驗證性因素分析評估中文版 SFI (C-SFI, Shek, 1998) 在香港有特殊學習需要中學生群體中的信度和效度。研究的主要目的是為有特殊教育需要學生這一弱勢群體提供一個有用的家庭功能評估工具。並在了解他們家庭功能的基礎上，為改進幫扶這一特殊需要群體的實踐提供指導作用。探索性因素分析結果生成兩個因素，這與已有的在香港普通學生中的研究結果一致。驗證性因素分析進一步提供了兩因素模型相關的擬合指數。本研究在原中文問卷的基礎上(36 條題項)，發展了一個簡化版 SF-C-SFI(8 條題項)。簡化版的兩因素與原版對應的兩因素之間的相關係數較高，達到 r=.92 以及 r=.94。 本研究初步為研究者和實踐者提供一個簡化版的篩查工具，用以評估殘疾學生的家庭功能。 Copyright © 2017 The Special Education Society of Hong Kong Ltd.

This study investigates the characteristics of the organizational environment perceived by 627 teachers in 64 Hong Kong secondary schools. From the cluster analysis, the perceived school organizational environments can be classified into four typical styles: commitment, control, disengagement, and headless. All of them have contrasting organizational characteristics. The findings are consistent with the studies conducted in Western societies.

This paper reports on an investigation into two pre-service teachers' reflective learning through a series of integrated and interactive tasks (i.e., collaborative lesson planning, group consultation, microteaching and videoed reflections) in a teacher education course in Hong Kong. Relying on data gathered from interviews and reflection videos and informed by a tripartite model on teacher identity in practice, discourse and activity, the study revealed how the pre-service teachers engaged in reflective practice and identity construction in the course. The paper concludes with practical implications on how to design and implement effective reflective tasks in preparing and developing competent language teachers. Copyright © 2018 Elsevier Ltd. This study explored the role realization journey of 11 English Teaching Assistants (ETAs) in Hong Kong. Their journey is framed through the lenses of Shulman’s (1987) teaching elements of content pedagogical knowledge, knowledge of learners and their characteristics, and knowledge of educational contexts. Data from four different inquiry methods were analyzed and triangulated to map out the journey of the ETAs. During this journey, the ETAs were faced with demands for content knowledge and teaching whilst encountering educational and cultural differences in terms of students’ learning styles and working environment. The ETAs perceived these experiences as shaping their role as supportive teachers, but hoped for structured professional development to enhance their preparedness and credibility – an implication for teaching assistant training. Fundamentally, the ETAs’ readiness to embrace their role as teaching assistants through the many faces of culture, experiences and challenges surmounts their journey to understand the world of teaching. Ethnic minorities (EM) comprise 5% of Hong Kong's population of 7 million. In schools 3% (14,000) are ethnic/linguistic minority students whose poor achievement in senior secondary years is evidence of disproportionate educational outcomes compared with those of Chinese speaking students. The government has rolled out support measures to meet the learning needs of EM students. Research reported here gathered perceptions of the impact of these support measures in achieving the stated objectives - minimising language and cultural barriers to school achievement, and facilitating smooth integration of EM students into Hong Kong society. Findings reveal that the singularly focused pedagogical provision for Chinese language acquisition is too narrow and exposes the role language policy plays in the construction of social inequality in Hong Kong. There are absences; unacknowledged culture diversity; unaddressed discrimination, and unrecognised pedagogical challenges emanating from teachers' calls for more support.
