This qualitative study investigates the language ideology of a groups of Chinese language teachers working in Hong Kong’s secondary schools when they teach ethnic minority students. Drawing on interview data, this study reports on how these teachers’ language ideologies are in accordance/discordance with dominant discourse, and in what ways their ideologies impact their teaching approach and attitudes towards the students’ heritage language and culture. Key findings indicate that instead of promoting homogeneity as a prerequisite for success, the teachers hold a pluralistic language ideology and outline the potential for ethnic minority students to become linguistic and cultural brokers between the heritage communities and mainstream society. An inconsistence was found between the teachers’ positive language attitude towards heritage language and their self-distancing from the heritage language learning and use in school contexts. The findings implied that teacher education courses could enable teachers, as active agents, to re-negotiate the separate language ideology of the language policy at the macro level, deconstruct it in classroom settings and develop knowledge and beliefs to challenge and resist the ideologies that sustain the marginalisation of heritage language and culture. This article unpacks how neoliberal discourse functions as a dominant but problematic system of reasoning that changes and shifts the ways in which we come to think about early childhood education and care. A post-structuralist lens is deployed to understand the production of fears and hopes under the looming shadows of contemporary education reforms and social policies. Highlighting Taiwan, Hong Kong and Korea as three cases from East Asian cultures, this article seeks to elucidate how a similar neoliberal economic and political imaginary is at work to (re)construct East Asian children as human capital for the alchemy of productive citizens in the 21st century.

This study investigates how teacher background, subject knowledge and pedagogic efficacy affect Grade 4 children's (aged 9-10) mathematical achievement in 10 primary schools in Hong Kong. Mathematics teachers were selected for their strong commitment to teaching mathematics and their pupils' consistently high international mathematics performance. Teacher measures (i.e. level of mathematics education, teaching experience, mathematics subject knowledge, performance in mathematical operations and pedagogic efficacy) were checked for factor consistency and assessed against age-appropriate pupil mathematical achievement. The results showed that teachers were secure in their subject knowledge, and that such knowledge was related to their performance of mathematical operations, but it was high levels of pedagogic efficacy and the ability to perform age-appropriate mathematics operations (rather than subject knowledge) that positively affected their pupils' achievement. These findings contradict ongoing international calls for the enhancement of primary school teachers' mathematical subject knowledge, as they show pedagogic efficacy to be more strongly associated with pupil achievement.

Hong Kong is a self-branded international city in Asia. Culturally competent service delivery for ethnic minorities is a nascent arena in the social work profession within the territory. This article attempts to depict the ways in which ethnic groups are situated within local social work practice, reviews the Hong Kong context of a culturally responsive social work profession, and proposes a framework for a more inclusive social work curriculum. In this framework on culturally competent social work education, the authors argue that social harmony and social justice are not mutually exclusive, calling for a (re)conceptualization of social harmony inclusive of social justice.

Despite decades of research, little is known about the dynamics of sustaining change in school reform and how the process of change unfolds. By tracing the nine-year reform journeys of four primary schools in Hong Kong (using multiyear interview, observational, and archival data), this study uncovers the micro-processes the schools experienced during their reform. New practices first took root in a group of pilot teachers before gradually disseminating to other teachers and eventually transforming the entire school. Challenges differed across the reform journey. Synergy between school leadership, external support, and organization redesign was critical for initial success. Continued progress depended on whether school leaders and external partners could adapt their roles and redesign the organization to address the school's changing capacity and needs. The study reveals the long-term process of school reform and has crucial implications for policy, research, and practice.

Much of the existing literature on social capital and university choice processes postulates that family networks of underrepresented students from poor and minority backgrounds are disadvantaged in university resources and in turn deficit in social capital returns. The literature implies that school-based networks are essential to fill the university information voids at home. Less research, however, poses questions about whether the university resources occupied by school personnel are automatically available to less-privileged minority youths. To grasp the dynamic interplay between ethnicity, class and school-based social capital, this study drew on Lin's conceptualisation of homophilous and heterophilous social networking and explored the university choice and application processes among poor and working-class South/Southeast Asian minority students in Hong Kong. The participants' accounts uncovered the restrictions of school networks on norms, expectations and accessibility of information sources. The research results raise concerns about how to activate both homophilous and heterophilous ties for minority youths' widening access to higher education.

How schools could play a role in facilitating youngsters’ transition from school to work or from secondary school to post-secondary institution has become an important educational issue. Against this backdrop, this chapter intends to examine the means of two different secondary schools in Hong Kong of providing support for postschool planning and how these two schools and their teachers make use of the funding from the government to strengthen their support for students’ postschool planning. The two schools under review promoted classroom-based career education programmes which operated from S1 to S6. Talks and visits to businesses, companies and local universities were also organised. However, authentic career-related learning was relatively not dominant in these two schools. The implications for promoting school’s support for postschool planning are discussed.

Hong Kong has successfully implemented various education and curriculum reforms since 2000. Starting from 2009, the New Academic Structure with a new 6-year secondary (3-year junior secondary and 3-year senior secondary) curriculum and 4 years of undergraduate education has been launched. There was a review of the progress of senior secondary curriculum implementation which showed good progress and a gradual realization of the seven learning goals related to healthy lifestyle, breadth of knowledge, learning and language skills, reading habit, and national identity and responsibility. In May 2014, the Education Bureau (EDB) issued the document “Guide on Life Planning Education and Career Guidance for Secondary Schools” emphasizing that under holistic learning and lifelong education perspectives, students’ motivation on pursuing their career/academic pathway should be cultivated. Concomitant with the education reform, there was a decline or ignorance of vocational and technical education in Hong Kong in past years, but recently the government established a “Task Force on Promotion of Vocational Education” to map out a strategy to raise the awareness and promote vocational education and training in Hong Kong. Against this background, this chapter discusses how education reform has embedded and contextualized life planning and vocational and technical educations with the emerging socioeconomic changes in Hong Kong. It is argued that in senior secondary education, life planning education should not only focus on career planning and guidance but also embrace a comprehensive perspective linking life education and future-oriented approach promoting entrepreneurship and innovative spirit. For vocational and technical education, it needs to be repositioned not only focusing on vocational training but also highlighting the development of students’ generic and employment skills in knowledge-based society like Hong Kong.

This chapter observes that branding is a stated strategic priority of four out of seven public universities in Hong Kong. However, the branding activities they propose miss the essence—the alignment of their various identities. By adapting the concept of corporate branding to the analysis of their self-representations in four distinctive types of communication materials (strategic plans, vision and mission statements, student recruitment materials, and press releases), we introduce a new approach to university branding study by examining the content alignment in addition to the content itself. Findings show that while all Hong Kong universities have balanced their self-representations between excellence and uniqueness, new technical universities that openly state branding as a priority show more signs of alignment in the communication materials.

The literature on acculturation illustrates that a bulk of non-dominant ethnocultural minorities consider themselves bicultural, involving both dominant and ethnic cultures. Yet, little is known about how bicultural individuals perceive and construct dual cultures, and how their two cultural identities are played out in daily interactions. While these issues are under-researched, they are vital to policy and practice initiation towards ethnocultural minorities’ integration and upward mobility as well as for the receiving society’s social cohesion and economic competitiveness. To this end, this study used the concept of bicultural identity integration and tapped into the processes of biculturalism among 16 secondary school students coming from South and Southeast-Asian groups in Hong Kong. Semi-structured interviews were conducted to unearth the internal construct of bicultural identity and the trajectories of adapting to dual cultural influences across space. The participants’ accounts displayed a high level of cultural harmony yet low blendedness in choosing to separate affiliations into cultural domains. This internal complexity reflects the contradictory juxtaposing of ‘cultural diversity’ in the host society and its segregated schooling for minority student population.
