Under 'One Country, Two Systems', 'good citizens' ‐ as supported by pro-democratic positions ‐ and 'good citizens' ‐ as promoted by the Chinese government ‐ are seemingly in contradiction with each another based on their values and ideologies in Hong Kong. The competing values of citizenship are demonstrated by deep divisions within Hong Kong society, with pro-democratic groups advocating democratic values and initiating societal transformation, and their pro-establishment counterparts highlighting patriotic values and sustaining the status quo. From an educational perspective, teachers take on an essential role in the implementation of education policies designed to cultivate students who are 'good citizens'. This research employed a mixed-methods approach to examine Hong Kong teachers' perceptions of 'good citizens' based on their affinity with democratic and patriotic values. The findings indicated that rather than conflicting, patriotic values tended to be complementary to democratic values. Moreover, critical patriotic citizens with multiple identities who participate rationally and constructively in social and political activities might be more likely to facilitate democratic development in Hong Kong. These findings have implications for policy-makers responsible for the citizenship education and preparation of future citizens living within polarized and pluralistic societies, and they highlight the value of learning to live together in a complex world. Universal suffrage is an essential component of Western democracy in the twenty-first century, but the role of education in supporting universal suffrage in Hong Kong is a challenge given its fractured political system and governance, societal divisions about political goals, and democratic aspirations within an authoritarian state. This study examines the views of teachers regarding the effectiveness of Hong Kong's current citizenship education in cultivating students' citizenship towards the development of a democratic society. The results revealed that current citizenship education does help students foster some characteristics of good citizenship, but doubt its efficacy towards the development of democratic principles such as universal suffrage. Hong Kong is unlike many post-colonial states and Hong Kong teachers face specific challenges in terms of democratic development. While this study focuses on Hong Kong, its results are relevant to educators in other places who face similar challenges and issues under polarised and pluralised societies. Research suggests that teachers’ self-efficacy improves student learning and academic achievement (Caprara, Barnabelli, Steca, & Malone, 2006; Woolfolk, Hoy, & Davis, 2006) by enhancing students’ sense of efficacy (Lin, Gorrell, & Taylor, 2002) and strengthening their motivation to learn (Midgley, Feldlaufer, & Eccles, 1989). Within the context of citizenship education (CE), teachers’ self-efficacy generates many benefits, which take on different meanings. Recently, many youth in Hong Kong, Taiwan, Korea have been become radically active citizens. The question remains as to what roles schools and teachers play in students’ political socialization. Combining ICCS 2009 teacher and student data, this study is to examine on teacher self “efficacy have affected student civic learning, participation in school activities and intention to participation in future among these countries. According to the primarily findings, in Hong Kong, teachers’ participation in school governance has affected students’ civic knowledge; gender has affected students’ civic participation in the wider community and students’ expected adult participation in political activities, and teachers’ perceptions of social problems at school have affected on students’ expected adult electoral participation. In Taiwan, teacher self-efficacy has not affected student civic learning, participation in school activities and intention to participation in future. In Korea, teachers’ perceptions of students’ activities in the community have affected on students’ civic knowledge. Considerable attention has been paid to the concept of ‘leading for learning’ (Goker, 2006), but little attention has been paid to the teaching and learning of civics in schools, and to how these might be facilitated by school principals (Xu and Law, 2015). This study adopted a qualitative approach to examine how principals can create civics-based teaching environments, and how these may influence teachers in their roles as “civic educators”. The results showed that the complex historical-cultural and socio-political contexts of Hong Kong have influenced school leadership when it comes to teaching civics, and the researcher has highlighted three main patterns of school leadership needed for civics teaching. When school leadership lacked a clear vision of citizenship education (pattern 1), most teachers were compliant and avoided discussing sensitive political topics with their students. When school leadership mediated the diverse needs of students and balanced the different expectations of school stakeholders (pattern 2), there were both compliant and critical teachers. When school leadership had a clear vision of the school‘s civic mission (pattern 3), the results differed across schools. These findings implied that principals have to significantly shift their understanding of the purposes of citizenship education and of their own roles, in order to provide greater autonomy for teachers. It has recently been asserted by the United Nations High Commissioner for Refugees that “education is a basic right, one that is vital in restoring hope and dignity to people driven from their homes. It helps them to get back on their feet and build a better future” (A Basic Right for a Better Future, UNHCR, 2016, p.1). Asylum seekers, both here in Hong Kong and elsewhere, struggle to be self-sufficient, and it is education that can equip them with the necessary skills and knowledge. Education empowers refugees and is the key to better future that helps bring stability and hope. The study to be reported here asses explores refugee family responsibilities and the Hong Kong SAR Government’s responsibility for educational provision in relation to refugee children in Hong Kong. The preliminary findings indicate that refugee children in Hong Kong encounter many difficulties and problems (such as financial, psychological). Many of them, however, embrace their education opportunities and excel academically with support from teachers and schools. This study highlights issues which refugee children encounter and also provides a narrative in understanding the complicated and extraordinary childhoods of refugee children and youth in Hong Kong. While the study is set in the Hong Kong context, the findings are likely to be of interest of other countries which to improve educational provision for refugees.

Various terms have been used to define civic education (CE) in Hong Kong since the colonial era. This has been particularly true since 2011, when CE has been given many names, causing confusion among educators. Mixed methods were employed to examine teachers’ perceptions of different conceptions of CE expressed as moral, civic and national education. The findings indicate that some teachers might not be able to differentiate among moral education, CE and national education. Most teachers contended that national education should be included in CE, while others believed the opposite. Teachers perceived that moral and civic education was more successful than moral and national education in cultivating students to become ‘good citizens’. Teachers’ comprehension of these terms has policy and pedagogical implications. While the study is set within the context of Hong Kong, the findings are valuable to policymakers and educators in other countries seeking to improve CE.

This study investigates Hong Kong primary teachers’ perceptions of moral, civic and national education, which may have an impact on how they prepare students to become ‘good citizens’ through classroom instruction. Moral and Civic Education (MCE) has been an overall goal of Hong Kong’s education system since 2001, while Moral and National Education (MNE) was proposed as a new subject in an effort to introduce a patriotic agenda in 2011. Teachers play essential roles in nurturing students to become ‘good citizens’ because they are the key figures in implementing education and curriculum policies in schools. Therefore, gaining a greater understanding of teachers’ perceptions of MNE provides insights into the extent to which teachers are prepared to contribute to the patriotic agenda as part of a revamped civic education curriculum. While there are complex factors affecting teachers’ receptivity to curriculum change, an understanding of factors that influence teachers’ perceptions of patriotic education could be valuable for school stakeholders (such as policymakers, educators and researchers), not only in Hong Kong but in other places (such as the United States and the United Kingdom), when they consider what can be done to influence students’ attitudes towards citizenship. Utilizing pilot data, this study reports Hong Kong teachers’ attitudes towards patriotic education through the proposed new school subject of MNE. The findings indicate that ‘perceived others’ support’, ‘perceived concerns of MNE’ and ‘non-monetary cost-benefits’ were the significant predictors of teacher receptivity of MNE. The results suggest that when teachers had concerns about patriotic education, they were less likely to support its implementation, while if they had the support of others they were more likely to support implementation of MNE.
