School-based management (SBM) or school self-management has been an important worldwide school restructuring movement since 1980s. This paper aims to map out how SBM in terms of self-management at the school, group and individual levels is related to school performance at different levels. From a sample of 82 schools, the strength of multi-level self-management in school was found to be strongly related to the quality indicators of organizational performance, moderately correlated to the quality indicators of group social norms of teachers, and individual teacher job performances. The profiles of strong and weak self-management schools were also found to be significantly different in most indicators of school performance at different levels. The findings provide preliminary evidence to support that the success of SBM implementation for achieving school quality depends on the involvement of the school, groups and individual teachers as a whole in continuous self-management and self-learning cycles.

Data from primary school administrators about professional development in Hong Kong schools and its possible relationship with change and improvement were collected through interviews, a self-report instrument and targeted dominant professional development beliefs and practices. Incongruence between espoused administrator beliefs about professional development and practices in schools was found. Inconsistencies were evident in terms of planning, purposes, activities and teacher involvement. Administrators did not appear to associate strongly professional development with school improvement or change. It is suggested that administrators consider increasing involvement and building a environment based on norms of ongoing improvement. System support, particularly focused on encouraging broader understandings of professional development and greater contextualisation are needed.

Purpose – This paper aims to review and analyze the functions, strategies and related issues of developing a regional education hub in the trends of education development in China as well as the Asian Pacific region. Design/methodology/approach – Taking Hong Kong as an emerging case, it examines through literature and international comparison the relationship between education hub development and higher education development as well as the strategic functions of an education hub to the future development of Hong Kong. Findings – The development of an education hub was found closely linked to the demand for higher education in the Asian Pacific region as well as the internal dynamic of higher education and society in Hong Kong. The mode of education hub development in Hong Kong should be driven by soft-power building instead of industrialization. The requirements for successful implementation include the huge demands for higher education in the region, the strengths of the higher education sector, the supporting policies and measures for international students and education service providers, and the leadership and support of central agencies. Originality/value – This paper provides a new typology of higher education developments and a new mode of education hub development to analyze the strategic functions and requirements of developing education hub in the context of Asia-Pacific Region. The discussion and analysis in this paper will contribute to the related literature, policy development and initiative implementation in the areas of education hub and higher education not only in Hong Kong but also other parts of the world.

As a form of school-based management (SBM), the School Management Initiative (SMI) reform in Hong Kong provides a framework for more teacher participation in decision making. This exploratory study aimed to provide a preliminary investigation of the characteristics of participative decision making in schools after implementing the SMI scheme by using a 3-dimensional model and both quantitative and qualitative methods. There were two SMI schools, two principals, and 105 teachers involved in the study. The findings revealed a deprivation state in decision making regarding issues of managerial and technical domains at individual, group and school levels in the sampled schools, but teachers in general had shown a positive attitude towards the opportunities for more participation provided with the implementation of the SMI scheme. Also there were strong interactions between decision domains and levels of decision issues in predicting teacherparticipation discrepancies. The characteristics of participation patterns revealed are interesting and can provide useful information for facilitating implementation of the SMI scheme and teacher participation in decision making. The findings support the usefulness of the 3-dimensional model in studying the patterns of participation in a larger sample of SBM schools, if not all, in both local and international contexts.

This paper aims to identify the characteristics of principal leadership in Hong Kong. More specifically, it analyzes and integrates a number of studies to identify the consistency of principal leadership across the years and samples using a number of different leadership conceptions. These conceptions include both traditional and alternate approaches to educational leadership. The paper shows how societal culture and context combine with the principals’ personal attributes to shape their school leadership. Findings indicate considerable diversity among Hong Kong principals even through they operate within the same social system. The paper stresses the importance of understanding culture and context if worthwhile leadership development programmes are to be developed.

This book reviews and analyses the issues and policies of internationalization and exportation of higher education and investigates the strategies and models of education hub development in the context of globalization, with Hong Kong in the Asia-Pacific region as a case study. It examines the close relationship between education hubs and higher education, as well as the strategic functions of an education hub in the future development of a society in a competitive global environment. It also analyses the major strengths, weaknesses, opportunities, and threats of Hong Kong’s higher education in relation to its potential for exporting higher education to Asian markets. In particular, it reviews the current state of higher education services offered by Hong Kong in three target markets and their segmentation and proposes the most appropriate market entry strategies for education service providers.

Based on the observations in Hong Kong and the Region, this chapter aims to analyze the reform syndrome, bottle-neck effects and their impacts on teachers and school education and highlight the direction of new developments. In a context of globalization, the experiences of educational reforms in Hong Kong particularly in the past decade may provide a good case for understanding the dynamics of educational reforms and drawing theoretical and practical implications for research, policy formulation and implementation not only in Hong Kong but also in other international communities.
